With reference to my secret despatch of

28th April, 1927, I have the honour to inform you that

two Russians, Walter Kougler, agent of the Soviet

Mercantile Fleet and Mayor Mashevitch, representative

of the Soviet Trade Mission arrived in this Colony from

Canton on 5th May and left for Shanghai on 8th May, 1927.

Their passports appeared to claim some

kind of diplomatic status: but, as the nature of their

employment afforded no justification for this claim, and

I am anxious to discourage Soviet Agents from visiting

this Colony, I gave instructions for their baggage to

be searched.
